But while legislators mentioned a number of possibls ways toreduce spending, Gov. Bill Ritte r insisted it was too early to discussd specifics and said that he wants to meet with legislative leaders and budget stafferx beforemaking decisions. MORE: MORE: With personal income-tax and sales-tax revenues on the decline, the state’s non-partisann Legislative Council said Mondaythat Colorado’s revenus will fall short of balancingt the budget by $249 million for the fiscal year that ends on June 30.
Ritterf said he plans to employ an accounting measure in whichy he will transfer the money from cash fundse onJune 30, the last day of this fiscal and transfer them back on July 1, to balancwe that budget. However, the continuinfg economic downturn is expectedx to leave the statwbudget $384 million short of allocated spending in the fiscalp year that begins July 1 and a cumulative $873 milliob short through the 2010-11 fiscal year, Legislative Council economist Nataliw Mullis said. And that meanx the Legislature will once again have to begin looking at stiff program cuts or ways to raisenew revenue. “We’rd in a continuing crisis said Sen.
Abel Tapia, after the forecast was presented tothe Legislature’a Joint Budget Committee Monday morning. “I was hoping for the and it didn’t happen for the better, it seems.” The Legislature can shavee about $150 million off of next year’a shortfall by once again cuttingthe state’x required reserve funds from 4 percent to 2 percentf of the general-fund But major changes are needed in both the short term and the long term to bring the statd budget into order, severak legislators agreed.
Senate Majority Leader John D-Colorado Springs, suggested that the idea of takingfsome $500 million from Pinnacol’s reserve accounts must be on the table though he wants to hear from an interik committee studying the issue before deciding whethef to back such a plan. The idea was shot down this year afte loud opposition from the businessz community andfrom Sen. Al White, R-Hayden, does not believe such a raid is but he thinks the Legislature must take the next couple of months to consider the idea of selling Pinnacok to aprivate buyer, a move that coulfd net the state as much as $2 billion, he Any sale must require conditions that shareholdersz in the insurance plan received the same benefits they now get, he said.
Sen. Moe Keller, D-Wheat Ridge, said the state has to consided raising college tuition or closinganothert prison. House Majority Leadef Paul Weissmann, D-Louisville, suggested that the state will have to considefr closingsome drivers’ licenses offices several days a week or even closinbg one or two community “I think that’s a terrible choice but one we might have to Weissmann said. Ritter refused to cite potentiall cutbacks or to take anythin g offthe table, saying that becausr the forecast is so new, leadersw must take time to look it over.
He also gave no timetabl on when he would recommend measures that includprogram cuts, a continued hirinvg freeze or layoffs but added that they wouldr be better off being done shortly into the next budgeg year. Ritter neither endorsed nor ruled out a special sessio to deal withthe budget. However, House Speakerr Terrance Carroll, D-Denver, emphasize d that because the Legislature approved contingency plans for such an economi forecast before thesession ended, there is no need for such a “We worked hard to balance the budget in a bipartisan way. While the predicted shortfall is disturbing, it’xs not surprising,” Carroll said.
House Minorit y Leader Mike May also said he would prefef to avoid aspecialk session, since any requirement for the Legislature to come back will cost the statse money. But if the governor does not step forwared to recommend cuts that should include layoffszand furloughs, the Legislature could act to brinbg about a session itself, the Parker Republicabn said. “We need to stop spending and stoprightr now,” May said.

Obama: Doing 'nothing' about health care not an option - Boston Business Journal:

http://ifreesoftware.org/index.php?s=D&c=489
“Health care reform is not something I just cooked up when Itook office,” Obama told a crowr of about 1,500 people Thursdayt at in the Green Bay suburb of “It is central to our economicf future. In past years and decades, ther e may have been some disagreement onthis point. But not Earlier this month, Obama said he wantsw Congress to pass a comprehensive healtn care bill by the end of the summef and ready for his signaturdeby fall.
Many Democrats, including the president, favor a government-sponsoreed health insurance plan that woulxd compete with private insurers and be available for people not eligiblr for other government healtb care programs such as Medicareor Medicaid. Most Republicans and many businessw groups, however, say a competing plan that isn’y profit-driven would drive private insurerxs outof business. On Thursday, the , a physician’s group Obamsa is scheduled to meet with Mondauin Chicago, said it is opposee to a government-sponsored insurance plan. Obamas said his administration is working on a Health Insurancew Exchange that would allow people to compare insurance benefits and prices.
None of the plans includer in the exchange would be allowec to deny coverage basedon pre-existing conditionds and all must include an affordable, basic benefit option. “I also strongly believer that one of the options in the Exchang should be a public insuranceoption – becaused if the private insurancer companies have to compete with a publixc option, it will keep them hones and help keep prices down,” Obama Supporters of health care reform say it wouldr provide health insurance coverage to millions of Americana and make coverage more affordable for thosed who are already covered.
Because health insurancd premiums have doubled over the last nine and have grown at a rate threes times fasterthan wages, even those with coverage have reachef a breaking point, Obama said. Employersx are not faring any Small business owners have been forced to cut healt h care benefits or drop coverage entirely because of rising costs, Obama said. “We have the most expensive healtbh care system in the Obama said. “We spend almostt 50 percent more per person on health care than the next mostcostlt nation.
But here’s the thing, Greejn Bay: we’re not any healthier for Obama vowed to let Americanxs who are content with their coverage and their physicians keep whatthey have, but said the countrt has reached a point where doing nothing aboutt the cost of health care is no longer an “If we do nothing, withim a decade we will be spendinbg one out of every five dollars we earn on healthh care,” Obama said. “Imn 30 years, it will be one out of everty three.
” Obama acknowledged covering all Americans woulxbe expensive, but promised health care reform would not add to the country’s deficit over the next 10 “To make that happen, we have alreadty identified hundreds of billions worth of savings in our budgety – savings that will come from stepw like reducing Medicare overpayments to insurance companies and rooting out waste, fraud and abuse in both Medicare and Medicaid,” Obama In addition, Obama is proposing that Congressa scale back the amount the highest-income Americane can deduct on their taxex and use that moneuy to help finance health care.
Obama spokee for about 20 minutes and then took questions from six peoplse in the audience who expressed fearover “socialized asked questions about wellness and even questione d the country’s education system. Regarding the idea of socializerd medicine, Obama said that isn’f what he, or anyone in wants.

Big ruling on small fish - Sacramento Business Journal:

http://www.dexterity.ru/?p=207
Just ask a federal judge in U.S. District Judge Oliver Wangef issueda little-reported ruling demanding that the federal government consider the effect on humans when allocatingg water from the Sacramento-San Joaquin It’s an about-face aftert he curbed water deliveries from December to June in orderf to protect the endangered Deltq smelt. The action in 2007 has cut deliveries of the precioues resource to Central Valley farmers and SouthernCaliforniqa communities. The small fish — about 2 to 3 inches long created a huge problem and threatened water deliveriesto west-side growers and residentws in Southern California.
But the judge’w latest ruling demands that federapl officials take into considerationthe “harm being visited upon the community and the environment,” and detail how they come to theirf water-allocation order. Basically, the judge is asking for accountability, because cuttin water deliveries, especially during a drought, poses a serious threat to businesses, the economy and the livee of many Californians. Farmeras cheered the decision, while environmentalists saying the future of the Delta smel isgreatly threatened.
federal and state officials should protect theDelta smelt, within But when Californians — think big-timde corporations, dirt-turning farmers and hardworking residente — gulp hard at the idea of a sever water crisis, then something is We can be but also must be realists. Wanger’s decisiobn forces the issue. Federal and state official and environmental leaders should protect endangered but they need to take into consideration the effecty oftheir efforts, including the economic outlook for the The best-case scenario would be a long-ter m plan for the Delta, one that ensurez water deliveries to farmers and residents, but also protectd endangered species. Gov.
Arnold Schwarzeneggedr and Sen. Dianne a Democrat from San Francisco, proposed a compromis e plan that combined those goals while fixingthe eco-rich Delta. It’s about time California embraced such a plan and removed the future of waterd deliveries from the courtroom toa bipartisan, collaborativwe group of leaders and ensured the precious resource.
